Overview
Willdan Energy Solutions helped shape California’s historic Long-Term Energy Efficiency Strategic Plan several years ago, implementing one of Pacific Gas & Electric’s first Local Government Partnership programs in 2003. In California, our utility clients include all the publicly-owned utilities—Pacific Gas & Electric, Southern California Edison, San Diego Gas & Electric, and Southern California Gas Company. We also work with several municipal utilities including Los Angeles Power and Water, Silicon Valley Power, and Pasadena Water and Power. We also implement water projects for the San Francisco Utility Commission and the Metropolitan Water District.
Our business has grown rapidly, and we are expanding across the US. We now implement an energy efficiency program for data centers for Oncor, the energy provider in the Dallas metroplex region. Our biggest program, and one of the biggest in the world, is the ConEdison Small Business Direct Install program in New York City. We are also implementing programs for NYSERDA—the New York State Energy Research and Development Authority.

Con Edison Small Business Direct Installation Program
New York
Willdan was awarded a three-year, $67 million contract to implement Con Edison’s Small Business Direct Install (SBDI) Program. The SBDI Program helps small businesses achieve energy and financial savings, offering both free measures and cost-shared incentives to encourage installation of high-efficiency lighting; heating, ventilation, and air conditioning;and refrigeration energy conservation measures. As the program implementer, Willdan performs (1) contractor recruitment, training, and management; (2) outreach and sales; (3) data tracking, analysis, and reporting; (4) engineering oversight; and (5) billing, invoicing, and financial oversight. Critical to this effort is our customer-facing role; Willdan staff is responsible for driving program participation and generating project applications and incentives.
Willdan has performed over 34,000 energy efficiency surveys and overseen more than 13,000 retrofit projects. In carrying out this program, the firm has also developed long-term relationships with over 50 installation contractors that are implementing a broad array of energy efficiency measures. The program staff performs thorough quality assurance and installation inspection verification to ensure complete customer satisfaction and accurate billing. To date, Willdan’s efforts for Con Edison have resulted in over 149 million kWh of annualized energy savings.
