UPRR West Santa Ana 29 At-Grade Crossing Closures — Los Angeles and Orange Counties, California
APWA, Southern California: Traffic Congestion Mitigation Project of the Year, 2007
This award-winning project designed and constructed a new connection between the West Santa Ana Branch and the Harbor Branch of Union Pacific Rail Road and closed 29 grade crossings, improving public safety and reducing traffic congestion significantly in ten cities. Willdan provided conceptual design and final PS&E; coordinated with UPRR and all ten impacted cities in Los Angeles and Orange Counties; prepared CPUC applications; and secured the necessary funding. Coordination was also required with Caltrans, MTA and OCTA.
North Coast Railroad Authority, Rehabilitation of the Railroad — Northern California
Willdan managed the capital assessment of the entire 317-mile line of the Northwestern Pacific Railroad for the eventual reopening and rehabilitation of a historic freight and passenger railroad that parallels Highway 101 from south of Petaluma to north of Eureka.
As Project Manager, Willdan directed the assessment team to evaluate the physical condition of the rail line encompassing all bridges (183), tunnels (30), track (317 miles), grade crossings, right-of-way, utilities, drainage, roadbed and slope stability; and managed the environmental team that prepared the environmental documentation requirements and the CEQA/NEPA clearance process.
Willdan formulated with NCRA and Caltrans a comprehensive funding plan consistent with the NCRA's Strategic Plan.
Los Angeles Metropolitan Transit Authority, Metro Pasadena Gold Line
Willdan prepared final plans, specifications and estimates for the Los Angeles River - Arroyo Seco segment, part of the $300 million renovation of the AT&SF line to a light rail transit line. The project was successfully completed under a severe schedule and budget constraint.
Willdan was awarded the largest segment, which included 15 grade crossings and seven grade separations with bridge rehabilitations and seismic upgrades.
Willdan's scope also included public relations, CPUC permitting, local agency permitting, and extensive coordination with the Metropolitan Transportation Authority, City and County of Los Angeles, and California Transportation Commission.
